If you use a radio, people can easily tell when you are transmitting, it doesn't matter which band you are on. If you 'scramble' the speech (some radios have this feature), other radios have built in descramblers and can still understand what you are saying.
The only way to have some semblance of privacy is to use AES encryption. Even though it is against the FCC rules, I think a few Anytone models have encryption because the Chinese don't give a flying fuck. Motorola also has them as well, but they will cost a fortune.
