I spend a good deal of time gathering firewood and tinder anyway, so it's not a big deal to split some wood just to make sure I succeed. Now that I think about it I've never lighted a fire without splitting some kindling first. I've been doing it since I was a little kid.While I don't mean to knock the effectiveness of splitting logs to make them burn better, because that *will* ultimately make your fires a little longer-lasting, and allow you to make better use of any logs you find, I just don't think it's required, ever. There has always been enough dead and down wood for me to find the appropriate sized sticks for tinder and kindling. For example, pic related was a "one match fire."
