All you need to do is talk to whatever tribe owns that land and send a request to the government in the capital to get permission, I can't imagine why they'd decline seeing as the process is made for special cases like his.
And even if he was denied permission, so fucking what, kill a moose off camera and live like a king. Say to the camera you found the moose freshly dead and abandoned and imply that you're bullshitting so the viewers know what happened.
