There are apps both for Android and iOS actually connecting two phones directly or creating mesh using other phones as towers. They use ServalMesh in places without service like Africa, there are plenty of (mostly text based) communicators to use during protests but... most are unreliable or only works if many phones use the same app in the vicinity. There are two ways to beat that:
First is PTT Walkie Talkie - Online Call Without Internet from Alpha App Tech. It's the only app from dozen recommended to me that actually does the job. It creates two-way communication between two phones using bluetooth and wi-fi. No service, no sim card required. You don't have to "prep" the phone by installing it first. I've downloaded install .apk file to microSD cards. You just put the card into any phone, allow installs from unknown sources and it installs regardless of android version. Tested on few brands of phones. Range drops between buildings but on open field it's easily 100m range
Second is handheld shortwave radios. You can talk to ham radio operators in their homes in range of 5-8km and listen to ham operators from around the world (because of tropospheric ducting) also you can listen to regular FM radiostations on it. Beats walkie-talkies big way while the same weight. It just requires some skill and practice.
