For seedlings you only need about 5000-6000k color temp, but for mature plants and long term you'll need 8k-10k for best results. Red and Blue spectrum or full spectrum are best. If you are only starting seedlings that won't be indoors for very long, you can easily get away with using 5k color temp LED shop lights instead of grow lights. Most grow lighting companies will have charts to show you what growth stages will need as far as height to light and color spectrum.

It isn't specifically required so long as you have full spectrum or high color temp for veggies. For flowering plants you'll need some red in there for best performance. Hence the UFO purple from red/blue/white of grow lights.
