You can assemble a decent set for about $150, that is, with a mask, wetsuit, fins and weights. It's well enough to begin, and you're going to keep that same gear for a looooong time, only when you're really experienced you'll want to get something else. But it's as cheap as it gets.
A small volume mask will avoid you wasting air and help with decompression, a wetsuit will make you warmer, and fins and weights will cut down on effort, and it'll make your underwater experience entirely different.
Otherwise you could go snorkeling with a $10 mask and snorkel, but then don't expect even decent performances, nor the same experience.
At least, you won't need gloves, socks, knives, compasses, lights, GPSes and diving watches to begin. Well, I'm quite experienced myself, and all I have on top of that are $10 gloves and a $5 light.
