If a major earthquake hits while I'm at work (and we're overdue), nobody's driving out of the city. There's only two routes out of the entire place (pic related). One of them is at sea level and directly on the fault, the other is a tiny single-lane that will choke.
Planning to bug IN at locations you spend most time seems more robust than expecting to be caught while in transit and unable to reach any of your fixed locations where you have made provisions. If you're talking more than an hour drive each way though I guess your car counts as somewhere you're spending a significant portion of time each day.
