this will still protect you from wet shrubbery and stuff like that where a non gore-tex shoe will offer way less protection
goretex is exellent at protecting foot when you have to walk in wet undergrowth for days on end in low temperatures or when the water leaks on top of your shoes from your rainpants
I don't remember goretex ever marketing itself as submersion proof
for that you need rubber boots
