You ought to get permission of the landowner (usually a farmer) but I've never had any problems. Mainly because it's a wilderness. Go in the North Pennines, Yorkshire moors and you'll be alright. The Lake District is very touristy.
Many people are confused that England is one of the most densly populated areas in Europe. But that's weighted to London which has a population of 10 million. Many parts of England are empty. But mostly up North.
