I met german scouts in 2019 and can confirm the programs still going strong (and no, they are not related to nazi's). They built their own tents from cloth and pole, and did some other random bulshit that makes it legal in Germany.
Most scout groups that have been around for long enough get cushy with the government. I wouldnt be supprised if they pulled some strings.
