For trout you may want to try corn kernels. Apparently that stuff is like crack for trout. I only ever fly fish for trout so I can't help too much for bait, I'm afraid.
(I do know that bass fucking love chartreuse i.e. neon green. Something similar to pic related + decent practice on your part to make it move and jerk like a natural minnow will likely be a killer).
Another thing you might want to look into is where, exactly, you're putting the bait. Most fish like to hide out near cover so they dun get eated by hawks and such. Try to put your lures/bait near weeds, fallen trees, underwater boulders, etc...
