>>474197Some pepper grower is going to yell at me, but that sounds fine. I plant mine under grow lights and cover them with plastic to raise the temperature up a bit around 80F. Common species like annuum and chinense are fine like that. Rocoto, which you mentioned , seems to do OK too. Other people like germinating in paper towels and bags and whatnot.
Different plants like different germination temps. Here's a chart of experiment results with some common food plants and the germination results at different temps. (And some things like ramps are more complicated to germinate, but peppers are pretty easy.)
