Varusteleka has their blanket shirts, which are probably the cheapest garment made of decent wool fabric you can get. Of course that's what they look like too.

Look for high quality merino blends with thick wool (they often specify that now). The final stage of that is wool gabardine, very tight and potentially from rather thick wool fibre without itching - but not insulating and frankly not much different from some kind of cotton blend at this point.
