Chest rigs allow you to do both. I have tried the fanny pack option when not backpacking and the weight hangs akwardly, always pulling down on the waistband.
First saw one of these on my SF bro post-service. Went hiking together and he demonstrated his chest rig superiority ad reasoning. Sold me on it, ordered one right away.
