One, get a pretty harmless looking knife, like one of these; I've sliced up a block of flake in a pub beer garden once with it in London of all places and no one batted an eyelid (I'd bought it that day from a nice tobacconist, and couldn't wait).
Two; prepare it before you go out and keep it in a tin before you put it in the pipe. Or do what I do a lot and pack the pipe before you go out, using a windcap to keep the tobacco in.
