At any rate just hit auto parts stores til you find an employee bored enough to help you run through your shit with a voltmeter fo free. You may be able to get a charger from a drop in/salvation army/catholic charities/shelter etc. or spange gas station clerks. Someone surely will just give you one. You want to pinch pennies there is no better way than gas jugging and dumpster diving/white box.
