State wildlife agencies track all that shit. when I was into reef tanks and aquariums I knew this cambodian that would drive a 16 passenger van with custom bait tanks in it. back in the day he was the guy to talk to if you wanted piranhas or any illegal exotics. He got busted in like arizona or some shit and disappeared.
I saw him in like 2015 fishing on venice pier and he told me he lost everything doing that. his house his wife his kids his savings his gardening business and had to do 4 years in jail for those fish. Fuck all that bullshit. Its not worth it.
