A well positioned tarp (even a small one) will keep you out of wet and windy weather quite well. Winter time is a different story, usually a small tarp will not save you from everything, but even then it will still keep you out of the brunt of weather.
You should really give hammocks a try. Easiest thing to do is get an old bed sheet, some rope, and a cheap polyethylene blue tarp. I used that set up for a while and it worked, but it was rather heavy so I slowly upgraded.
