I grew up in roseburg.
If you can't camp, then the only place to stay is at the lodge, which is most likely booked out. Diamond lake is the next closest, and the resort may be booked out too. Chemult is closer than Roseburg and they probably have some hotels. Last time I went, I just boondocked outside park land on NF land to avoid camp fees.
Definitely climb mt scott at crater, two days is good, drive the whole loop and check out every stop you won't feel rushed. The gorge will be crowded as all fuck, same with crater and hood. Just a suggestion, but scenic hwy 242 near the 3 sisters is far less crowded and you can see everything in a day and still have time to stop at smith rock near redmond if you go east or tamolich blue pool if you go west. All I can say about the gorge is good fucking luck.
Too bad you only have 5 days, because the coast is a must-see.
