The book you're looking for is called The Bowyer's Bible. It covers design, materials, and technique. Also has essays on fletching. There's also Primitive Archer Magazine, for on the fly tips, but in order to go in depth, it's best to just get the book. Volumes 1 and 2 will do most people.
