With Americans or Canadians, or anyone from that region, one can most probably have a real conversation. With Brits it often turns to violent argument, and with Germs it's a one way deal where you listen and they tell you their opinions.
As for place, I don't know. Norway seems to have the most relaxed laws on camping, but it's far from everywhere.
