In my experience your best bet is to get permission from a farmer/land owner to hunt his land. Make sure you read up on our hunting laws, we have some rather unique ones and they change often. In the past you could only use a riffle chambered in an approved pistol cartridge, but I think they changed that to anything over .357 bullet diameter and under 1.8 inch case length. I would like to help more but I only use a shotgun because I can't be bothered to buy a new riffle every season to keep up with the laws. As far as hunting in general goes we have some pretty spectacular laws regarding hunters rights including awesome hunter harassment laws and you have the right to go on anyone's land in pursuit of a wounded animal even if they have no trespassing signs up, although it is common courtesy to give them a heads up if you can.
As for your foid card in Illinois they are all sorts of backwards. Can't even buy ammo without it and half the time they have no clue what to do if your from out of state (they will sell it to you but they will want to see your ID). I don't know how their firearm possession laws work, but you might look into keeping an out of state address to save some headaches since its only temporary for school.
I can't tell you how much better Indiana is than Illinois if it doesn't matter either way but do what you have to do and don't make your decision based off my opinion.
