Why do hunters and anglers have to pay for the purchase and upkeep of public lands through fishing/hunting licenses, as well as pay through the Pittman-Robertson Act on lands that are overwhelmingly used by hikers, bikers, and other outdoor enthusiasts who have a much greater impact.
