Some of these sites are like a trip back in time. Cellular tech disrupted a lot of other wireless industries. Racks and racks of equipment for large businesses to acquire telemetry, sensor data, vehicle positions, etc all got replaced with little 3G/LTE radios riding on cell carrier's infrastructure. Cheaper to leave the vintage equipment on site and let it rot, to be "someone else's problem", than haul it down the mountain and dispose of it otherwise.
