>>1685337You can do both, but you'll need to DIY up a pole attachment to the dolly/cart for unspooling. I just stand them on end, lean them a little bit, and start unrolling them along the narrow path they need to go. I wear heavy leather work gloves for that. Just make sure it unrolls away from the tree line, not towards it.
I've also been wanting to make a tool like this. It'd be made of metal gas piping. It'd go up the center of the spool and make it easier to handle while carrying it around and unspooling. It just needs to be wide enough to make sure you can fit the largest sized roll of fence you have.
