"Hemp" as defined by the state is not the same as Hemp as defined by the literal strain. If a cannabis plant (ANY cannabis plant) has a THC content less than 0.02%, then the federal government considers it Hemp, and it is legally safe for interstate transport + cultivation. This is obviously limited by local governments, but on a federal level, everything is kosher.
Textile cannabis and cannabis bred for CBD/CBG are completely different, although the latter can actually be used for things such as Hempcrete and pet chew toys, and they look exactly like normal, THC laden plants. The only way to tell is through a highly expensive lab test.
