When I first started shooting a lot I'd go out on crown land. Now I prefer the range. Indiscriminate shooting trashes a lot of my favourite /out/ and hunting spots and I don't like contributing to it. I also feel bad firing my centerfire guns where they'll disturb other campers and hikers.
That said the solution is not a blanket ban. In my area there are only one real rifle range to service a city of about 2.5 million. It's usually packed and range fees are somewhat expensive. It would make more sense to work with shooting clubs to set up and promote designated ranges in areas that see a lot of target shooting. Clear a 100x50m area, push the dirt up into a berm, put down half a dozen heavy benches and if necessary, restrict shooters to that spot and that spot only.
