With the cut bait you are using, you'd probably get catfish and/or turtles though sometimes bluegill and other small panfish will go for that stuff. If there are channel catfish in your area then you'll have more luck. In regard to water speed, cast it into areas were the water will slow down, like down stream of a log, rock, or whatever. If there's a bit of a section that forms a tiny bay then that may also have something. Surface or bottom fishing will be your choice. You'll need to suss out that through experience as you determine what types of fish you have in that area as well as time of day and year.
