In the army, I was introduced to the packing mantra that you survive out of your pockets, 'operate' out of your webbing/tac vest, and live out of your ruck. Its a decent system.
So lets say you're going fishing. You'll put your bare minimum "live to see tomorrow" kit ( lighter, pocketknife, meds if necessary) in the pockets of the clothes you're wearing, put your fishing gear and tools, plus relevant extras in your vest, and put all your gucci snivel kit and cooking supplies in your ruck.
If you're not going fishing, hunting, bushcrafting, photographing, etc. the belt-kit/webbing/vest layer is likely superfluous.
