Shenandoah National Park is kinda meh. If you are a local, it is great, but not worth your time on for a precious visit.
The scenic way through West Virginia is to take Interstate 81 South from Pennsylvania, then get on 48 west to Wardensville, Moorefield, and then keep on that through Elkins, and on to Weston WV where you meet up with the interstate system at 79 - parts of 48 are more like a winding 2 lane back road albeit paved in every instance.
There's tons of cool stuff in West Virginia, Eastern Kentucky. Pick a trail you like, waterfalls, views, creeks, rocks.
