I say why not both? But carrying both isn't SUL, so which choice is best? I think a gun has better multiple uses; consider the following: signaling, spray can't do that. And as a visual threat for two leggers, it reigns over spray. For cauterizing, the powder would be superior to spray. And spray can't aid in fire starting.
