On my past trips I've had two saddlebags that mount behind your legs and I'll usually fill them with miscellaneous stuff like tools, spare tubes, snacks and other things that I might want access to without taking off all the straps and getting to the stuff I mount on the back.
On the back I put most of my stuff in a drypack and anything else like my sleeping bag and sleeping pad I'll strap to the outside of that, like you see in the pic. Plus I'll have a small backpack just for other miscellaneous stuff but I try keep that as light as possible.
