Having more closely examined your picture, I also noticed that your tinder is pretty tightly packed. Although this is good for packing, it can make it difficult for the tinder to hold a flame, as air does not pass through as easily as it could. Another recommendation I have is to fluff up the tinder a bit so that it's like twice the size that it is now. Of course, some will inevitably become compressed again when you start the fire, but that shouldn't be an issue.
If you have a problem finding dry stuff, it isn't a problem at all so long as the sticks you intend to ignite initially are very thin (dry quickly) and you have dry tinder to catch sparks from your fire starter and you have. Sometimes I like to sprinkle twigs on top of my kindling to make things easier on myself.
