Try putting your "props" so-to-speak out there like your buckets or tunnels and just leave them out there for a while, maybe a week or two, then put the trap in it. Mice do the same thing. Sometimes they won't go near a trap if they've been pressured enough, but if you leave the trap out, food or not, they'll eventually get comfortable enough with it that they'll fall for it again. Sometimes you need to give them a free meal after a while, sometimes not. I've never trapped but I don't doubt that some of it translates over from rodents to raccoons; both are rather smart animals.
