Looks like you’re on Android op but on iPhone when I select “large” instead of “original” when uploading a photo it rotates correctly everytime. I guess it actually rotates when resizing/compressing instead of using exif. Fixing rotation after you take a photo should just be a few taps but idk how it’s done on Android.
