bear leek only grows in spring and is as far as I know not commercially grown since it is not very common in usage and has only a very short harvest period (early spring)
the plant is native to Europe and Asia and needs a mild climate and fairly wet conditions (near a source of water) so I doubt you'll find it in Southern California, sorry
but if you're ever in central Europe in springtime you should definetely try it, it's delicious, my mother makes it every spring and I've gotten into the habit of making it myself, since the plant is plentyful where we live I can harvest enough for a year's ration in just a days work
