The Russian state embraces their history and heritage and encourages patriotism, while Western governments continue to demonize all things related to their heritage. If Russia had a leader who actively stated "It's a good thing Russians will become a minority in Russia soon" his head would be on a pike the next morning. The US just goes with it.
