I do hear it underwater; the sound kinda undulates. I assume it's because as the bubble of air forms on the 'exit' of the whistle, it makes a sound and then as the bubble breaks free of the whistle and water moves in, it stops for a second. The larger size of the whistle, and the single 'entry' and 'exit', may facilitate this.
I mean, I can update in whatever relevant safety thread is up after I go camping with another person and see if they can hear it when they are outside+inside the water, but that'll be around a month from now when it gets warm.
As a conventional whistle it's deafening, so that's a plus.
Either way, gave me a good excuse to also check for leaks in my sleeping pad and wash my hiking pack.
