Most of the fish I have caught off the pier have been with doc's goofy jigs, gotcha plugs and other lures. I have lost track of how many blues and spanish mackerels I've caught with this plain old rat-l-trap that you probably have sitting in your tacklebox right now. Lures are incredibly effective at the pier, especially at dawn and dusk.
