However, if this was to get off the ground I would recommend teaching marksmanship/safety and stopping there. If someone wants to go off and learn more tactical applications, that's on them to pursue. This would be the way to ensure that you could not be mistaken for a militia. Maybe offer some instruction on hunting. Make anything with firearms an "Optional-yet-encouraged" course.
Uniforms are an iffy thing to me. I'd recommend guidelines rather than specific items, as that opens up your potential membership. It also gives people the option to choose gear that works better for their individual purposes.
