Perch and pike are a lot of fun and are quite cheap. You basically need rod - reel - net - 15lb braid line - small packet of wire leaders - small box of 4 or 5 lures - forceps for unhooking pike if you catch one.
lures, I would go to your local tackle shop and see what the guys in there would suggest, I would say a mepps spinner, a soft shad, a small crank bait, lures in the 3cm-8cm range
I imagine every perch water you would fish in would also have pike, pike have sharp teeth and will snap off your lure which will possibly kill the pike (can't unhook itself, starves) so a wire leader is a good idea, they are very cheap
