If you want to get into it cheap, heres what I would do.
Buy some decent panniers. Buy some whatever frame bags. Buy a decent rear rack. Go for used whenever possible.
Then go to you craigslist and try to buy a used old-school rigid mountain bike. Something in decent condition. Don't pay more than $200. Go to /n/ Bike Buying General for help.
Then buy some schwalbe marathon green guards in 26 inch.
Combine everything and you have a retard-proof bike, and bags and shit that you can move onto an actually decent expensive bike later on if you like bikepacking.
