It has good soil (volcanic region), mid sized mountains and hills, has some and is surrounded by forests (woody and mountainous Pilat, Ardèche and Cévennes to the east/southeast, woody and hilly Dordogne, Lot etc to the west), random creeks yes as there's a good amount of streams in the region, and definitely low population density
The climate is cold in winter as the region is elevated (part of the greater Massif Central range) but warm in summer. The 4 seasons can be felt there
Dunno about lax enforcement of laws
It's also fairly central you can easily access Paris (dunno why you'd do that tho) or the south coast
Food is also top tier with an emphasis on cheese and high quality cattle and if you give a shit about history it has its share of very old Romanesque churches and medieval villages + Gallic stuff because this used to be the home of the Arvernes (Vercingetorix, battle of Gergovia and stuff)
