Also you're the first person I've seen suggest not using a swivel with an in-line. But if I had to guess a lot of my problems probably stemmed from using cheaper in-line spinners versus more reputable brands like Mepps or Blue Fox.
Pardon that my train of thought runs on a dozen different tracks (when it's on the rails anyway) but you're a fellow tackle addict so you might know and I have to ask. Blue Fox used to make "Hidden-Head Worm Hooks." They were basically your typical wide-gap worm hook. No real sharp offset but the weight was built into the upper part of the hook near the eye and tapered so you could slide the worm up over the weight and the weight retained also helped to hold it in place. Blue Fox stopped making them and I haven't seen anything like them in years. I'm curious if you're familiar with them or any similar product still available. picrelated is the only image I can find of them anywhere online.
