You’re thinking of Hypalon, rubber impregnated nylon fabric. You can get pvc, but they’re not very good.
If you’re after a kayak, get plastic or carbon. Most plastic, and all carbon fibre can now be recycled. (Though recycled carbon can’t be used in all applications)
Agree cheap inflatable anything is an accident waiting to happen.

Go to your nearest kayak school. It’ll take at least a few days to be able to consistently roll in a pool.
After that, join a club until you know a few people, then avoid clubs like the plague.
In New Zealand we have optional outdoor education last 2 years of high school which is where I learned. A couple of us got right into the boating. Ran the Zambezi blind (box of beer bet) at 18. Had 1 swim after a significant beat down haha

Some of my mates park up near a waterfall tourist buses stop at and sit at the grade 2 takeout/waterfall put-in just above it.
People always ask if they’re about to do it, and the say fuck no, that would be crazy. Someone always offers them $20 or $50 to do it. They say it’s not enough, but pass a hat around.
Will typically get a couple of hundred bucks over a few hours- it’s only a 10min run and they’ll do it a few times.
I thought it was BS so tried it near me.
Got $120 and a guy sent me this pic. Was there just to run this drop, there’s no other rapids and it’s safe af ha ha
