Every city's library is filled with homeless, not the kind of traveling nomads we have in this thread but the caricature homeless you think of when you think of bums. I know a few smaller libraries that have rules against bringing in a bunch of stuff with you because there isn't enough room.

You don't lose your apartment and suddenly become bear grylls inna city, lighting fires for warmth and needing to boil water. Having enough layers to be warm is basically all you need in a city environment, assuming you aren't staying homeless for an extended period or living in the north. I'd suggest having a small tarp too. If you have a small down shell sleeping bag that will work fine and fit into your bag well, I prefer to have something to cover with while sleeping but if you've got enough layers it's about the same. I used a cheap down shell rated to 35 degrees for the first year I was homeless.
