No LEO is going to take time to inspect kayak serial numbers. Petty theft is so common the police report is really only there for you to send to your insurance agent if you file a claim.
Recovery rates for stolen property in the US are abysmal (pic related). Cops are simply not going to place any priority to finding a stolen kayak except in their usual pawn shop sweeps. Odds are the kayak is gone forever.
