You should get some aquaponics water test kits to ensure the nitrates, nitrites, pH, etc. The largest cost will be the test kits since companies price gouge them. If you have some charts for your aquatic animals and plants, which show various diseases and what they do when being affected by too low/too high concentrations of the various chemicals you need to monitor, you can theoretically be able to keep things in check. Though, that will come from experience.
As a rule, small tank systems will go out of whack faster than larger system. Thus, you can make several smaller systems and learn more quickly what things look like when they go wrong. Then us that experience to move up to larger more expensive systems.
