I exclusively camp dispersed in NF/BLM. Go to a BLM office or Forest Service and ask for a Vehicle Use Map. You'll see dotted roads, you can camp anywhere along these roads. They like you to stick to places people have already camped (meaning there's a firepit there) but you don't have to. No permit required. Let me know where you are planning to go in those states, I've camped all over both of them, can recommend some spots.
