Morbid jokes aside, I would ditch the butane camping stove and get one that uses gasoline or diesel, because its gonna be easier to get liquid fuel than proprietary canisters if supply chains break. Especially if you have car, then you already have a supply of fuel to last you months.
One gallon of gasoline is enough to cook meals and boil water for your family for one month. They also work reliably in low tempreatures, unlike gas stoves. Personally use pic rel - its soviet made, stupid simple, to use and maintain.
There are also chink kerosene/diesel wick stoves available on allegro, people successfully cook on them even in their homes.
21Watt solar panel is too weak to reliably charge smartphone in winter. Speak from experience, because I run 60 watt setup with 50ah agm battery and it only works well enough from march until october. We have like 3 hours of sunlight in winter from 8 to 11 and even that provided there is no over overcast. If you want to reliably maintain energy supply for small 12v appliances like radio, phone, tablet, hairclipper, mp3, flashlights and so on, you need to have a battery in the apartment, which will be trickle charged by appropriately sized panel. If you need to move, get powerbank.
